What a selection dossier is and how to build one pragmatically

Not every tender is an open procedure where you can immediately submit an offer. In restricted procedures — which you frequently encounter for more complex or larger tenders — you must first be selected. That happens on the basis of a selection dossier. If you don’t take that dossier seriously, you won’t even reach the offer phase.

What a selection dossier proves

Fundamentally: the contracting authority wants to know whether you can actually execute the tender. Not your price, not your creativity — only whether you are financially sound, technically capable and legally in order. The three classic pillars:

  • Financial and economic capacity: turnover, annual accounts, bank reference.
  • Technical capability: references, staff qualifications, equipment.
  • Legal status: no bankruptcy, social security contributions in order, tax certificates, insurance.

Each element is proved via a specific document. All documents have a limited validity period — social security certificates usually 3 months, tax certificates 30 days.

What contracting authorities ask for (classic)

  • NSSO certificate (Belgium) / equivalent: proof that you are not in arrears on social contributions. Available free online.
  • Tax certificate: proof that you have no tax debts. Available online.
  • Non-bankruptcy certificate: company court registry. Costs a small amount.
  • Annual accounts (last 3 fiscal years): from the national balance sheet central bank.
  • References: often 3 to 5 comparable contracts from the last 3-5 years, with amounts, client contact and description.
  • Insurance certificate: public liability, usually also 10-year liability for construction tenders.
  • Contractor accreditation (for works in Belgium): category and class.

Some contracting authorities additionally ask for quality or environmental certifications (ISO 9001, ISO 14001) or specific competence proofs (VCA, BOSEC, etc.).

The ESPD — European Single Procurement Document

Since 2016 you may use the ESPD in European procedures: one standard form in which you declare yourself that you meet all conditions. Only once you are selected do you also need to actually submit the original documents.

Advantage: less paperwork in the candidacy phase. Disadvantage: you still need to be able to provide all documents within 10 working days when requested. So you need to have them ready anyway.

Pragmatic approach: your permanent library

The key is to build a permanent document library. Certificates you request today are valid for 3 months — that covers an average of 10-15 dossiers. If you start from scratch for each dossier, you lose days.

Practical setup:

  1. Categories: NSSO, tax, insurance, references, annual accounts, accreditation, quality certificates, other.
  2. Metadata per document: issue date, validity period, issuing authority.
  3. Trigger 30 days before expiry to request a new version.
  4. At each submission: take the most recent version from the library, check validity against the submission date.

References — more than a list

References often receive too little attention. A strong reference:

  • Is recent (< 3 years) and of comparable nature.
  • Contains a concrete amount (contracting authorities compare you against a minimum amount).
  • Has a contact person who is actually reachable and will recommend you.
  • Contains a short description of your role (main contractor, subcontractor, coordinator).

If you have three references meeting all these criteria, you are competitive. If you have ten but without amounts or contacts, they barely count in practice.
