TED, BOAMP, TenderNed — which portal covers which tenders?
If you want to bid internationally, you quickly run into the question: which portal do I check for which country? This article compares the three main portals for BE, FR and NL companies — TED, BOAMP and TenderNed — and where the nuances lie.

Important observation: TED is supplementary, not a replacement. For tenders below the European threshold (e.g. a small works contract of € 200,000 in a Flemish municipality), the notice is only on BOSA — not on TED. If you only follow TED, you miss the local segment.
TED — the European hub
TED (ted.europa.eu) publishes all tenders above the European thresholds from all EU member states. Ideal for cross-border searching, but with limitations:
- Below the thresholds you see nothing. For works, the threshold is € 5.5M — 90% of tenders fall below that.
- Delays of up to 48 hours between national publication and TED.
- Search experience is functional, not pleasant.
- Advantage: one place for cross-border searching.
Use TED if: you actively bid in multiple EU countries and focus on large tenders (works > € 5.5M, services > € 221k).
BOSA — the Belgian foundation
BOSA (publicprocurement.belgium.be) is the national platform for all Belgian public tenders. Without access requirements — you see every notice, from federal to a small rural municipality.
- Fully covered: all contracting authorities in Belgium use BOSA.
- Documents included: specification and annexes downloadable without registration.
- Weak search: no full-text search on specification text.
- Dated interface — optimised for occasional visits, not daily routines.
Use BOSA if: you actively bid in Belgium. It is the primary source.
BOAMP — the French equivalent
BOAMP (boamp.fr) is the French counterpart. Run by the Direction de l’information légale et administrative (DILA), it publishes all French public tenders — national and local.
- Full coverage of France — from ministry to municipality.
- Multi-portal reality: many French contracting authorities publish on BOAMP and on their own platforms (Achatpublic, PLACE, e-Marchés Publics). Document download often requires registration on the relevant source platform.
- B2B only: registration requires SIREN.
Use BOAMP if: you bid in France. Be prepared for document download to go via secondary platforms.
TenderNed — the Dutch ecosystem
TenderNed (tenderned.nl) is the official Dutch portal, run by PIANOo. Everything a Dutch public institution publishes ends up here.
- Fully covered: all Dutch tenders.
- Documents included — specification and annexes downloadable without registration (unique among the four).
- Alongside TenderNed: many platforms (Negometrix, Mercell) where the actual submission happens. TenderNed is the notice hub, not always the submission hub.
Use TenderNed if: you bid in the Netherlands. Expect submission to sometimes go via a second platform.
